These recipes come from scrolls you get the hand on after a few quests in the Mage guild of Balmora. I haven't tried all those recipes, correct me if i'm wrong.

Breath underwater:
-luminous russula
-pearl dust

Water walk:
-Violet Coprinus
-Scales

Dispel potion:
-bungler's bane
-pearl dust

Restore strenght:
-gold kanet
-stoneflower

Gain magicka:
-stoneflower
-emerald

Feather(?):
-heather
-ruby

Restore personality:
-Heather
-Scamp skin

Willow flowers...
+ frost salts = shield of frost
+ gravedusk + green lichen = cure common disease
+ corkbulb = cure paralization
