i retract my earlier statement
i finally managed to get 100 enchantment, and 100 restoration
i can still only make a 1-8 constant heal effect on a exquisite amulet; which is the same as before
I think that the enchant effect of reducing the the amount of cost was a glitch i saw when i was making a camoflage item; when i was making it once it had a cost of 2000 enchants for 100% camoflage, and then when i tried later with higher illusion it was only 500 so i assumed that thats how it worked; but as i said before, this is not the case with restoration
So, i suppose it could still be partially based on the skill level but not for the 50-100 skill maybe for the 1-49 though
ill have to do some testing to see if it really was a glitch and see when/if a reduction happens
