This seems to be an easy way to get great gems. When doing the Mage Guild quests in Balmora, Ajitt (or whatever) asks you to dump a fake soul gem in the desk of her rival upstairs. She tells you that that her rival will becoming down to speak with her, and this would be the perfect time to sneak up and complete your job. While you are up there, it looks like you can rob her of all the soul gems on her desk, including the 60k and 8k versions, without a penalty. Pretty sweet.
