first off, char dev and assignment kinda happens within the same timeframe but on 3 occassions.
while on the boat, you are asked by another prisoner for your name.
then as you leave the boat, you are asked by a guard about where you come from. this involves your personal appearance and racial choices. your face, skin, hair, etc.
then when you enter the registry office, you are asked about who/what you are. here's where you are given what i call "the daggerfall choices"...
1)answer a ton of questions to choose who you are
2)pick a premade char from a list of 18 or so
3)design your char from scratch.
i choose number 3 to design the V***V Monkette.

choose my background: Khajit Female with attendant bonuses

...when asked i pick "design my own char"

...Main: Stealth
...2 Favored: Agility Willpower (i debated on Endurance since i was going to be swapping out "sneak" for "marksman")
...Main Stats: Hand to hand, acrobatics, marksman, athletics, unarmored
...2nd Stats: sneak, light armor, restore, blunt weapon,security
notice i swapped out security for block in a reg monk..mostly because i felt i would be doing unarmored and hand to hand a LOT more. but it comes down to personal preference. if you want to work for the guys in power you may want to add sneak or security in as a Main rather than secondary stat.
to finish up:
... the very last thing to do is to name your class. i had trouble with it locking up on me when i foolishly named it "monk" LOL. so i had to redo it a second time, and named it Stealth Monk. that took fine and she's playing fun. There's only ONE major drawback. she doesnt swim well. LOL. and that's the easiest way to train up your athletics.. lots of underwater swimming. so methinks shes gonna lag on that.
