I've used both in games. Either can be very effective, though since I play for RPG, Jaheira's more fun. That said, if you're powerplaying, and if you seem to be, I'd recommend...Jaheira.
Cernd's problem is that while he's a formidable fighter and a fine druid, he isn't both at once. He has to change forms, and that requires a full turn. If he's just been casting and is under attack by melee types, he may not transform soon enough; in fact, if he's hit (and being Cernd, that's very likely), the transformation spell is lost. If he's in werewolf form and sees enemy mages casting, he requires time to switch back before he can get off an Insect Plague spell. He's just a bit too slow at being what I needed him to be, whenever that was required.
