actually the lower the number the faster you attack, hence Belm the scimitar of speed with a speed factor of 0, when determining when you attack (first time in a round for fighter types with multiple attacks) a 10sided die is "rolled" and the number one one to ten is when you go, the weapon's speed factor, or spell's casting time, is then added to this number. and that is when you go, I believe multiple dice are rolled for each attack for charcters with multiple attacks... but i'd have to look up the rules in the book...
