Only warrior type classes( Fighters, Rangers, Barbarians and Paladins) can have this bonus. The second number ranges from 01-00, where 00 equals 100. The higher the number, the greater their strength. 19 STR is higher than 18/00, but 18/00 is higher than 18/50.

This depends. Multiclassed characters that have the Fighter aspect, can exploit a bug in the game to gain two strongholds, but rulewise, the stronghold you get is the first stronghold you choose.

3. i was never able to install the exp. cap patch properly, only unzip it... anything i may have been doing wrong?

Unzip the files into your game's override folder.

4. What happens when I install ToB? will I be able to continue with my cavalier at his existing level? (and will i be able to gain more exp. even though i reached the cap in SoA?) and do romances continue as well?

First of all, the Xp cap is raised to 8,000,000 Xp. When a party member levels up and his/her combined Xp is 3,000,000+, he/she gets to choose a High Level Ability. Your Cavalier will continue into ToB, simply fight the final battle, and he will automatically transit to ToB. If you do not wish to re-fight, you can just import the save game in ToB, and extract the characters. Finally, romances do continue in ToB, provided they reached a certain critical point in SoA.
