On a more serious note, then, Black Lotus is a highly addictive narcotic drug found in Faerun. It must be how the Slave Lords keep the slaves docile and within reach (run away and they won't have the Black Lotus they need). I suspect that part of the quest involving the Slave Lords/Twisted Rune meant stopping the flow of Black Lotus coming into Amn.
