Well, you should really try and put more information in your post. I am almost certain that this isn't a bug, you just didn't make the appropriate character for dual-classing.
1. you need to be human. Only humans can dual-class
2. you need to have at least 16 Strength (the prerequisite of the fighter class) and at least 17 in the prerequisite stat of the class you want to dual to
