Wisdom only affects saves versus mental spells i.e. charm, domination, confusion etc. Look in the back of the BG2 manual and you'll see a magic defence adjustment under the wisdom ability scores table. Low wisdom values for example, a WIS of 7 gives -1 saving throw penalty against mental spells.

There are no items that increase INT or WIS to 18. You can find gold and silver Ioun stones in ToB which grant +1 INT/+1 WIS respectively.

Charisma has nothing to do with any spells AFAIK

Sorcers dont need high INT. This is because they dont learn spells from scrolls therefore dont need memory and learning ability (chance to copy scrolls into spell book therefore not applicable). With low INT values, they will still be able to pick the same amount of spells each time they level up and cast the same number of spells as sorcerers with high INT values. People tend to use high INT values however because of the roleplaying factor i.e. a dumb sorcerer is not very appealing to some, even though it won't affect the sorcerers abilities.
