there are probably no town like that cos nobody in their right minds (say 50% of the population) would live there. as for the rest, well there would be no safe inns (assasins), shops (thieves) temples (heretics), well you get the idea.
a town where there was an evil git in charge might work better - total law instead of no law. injustice ruling the day. a fine place for a paladin to go to clean things up.
and there is a temple to talos in the temple district. or maybe its cyric, havent been there in a while.
