There is no romance with Viconia for a half-orc without a bugfix from the website I mentioned in my previous post. As far as I remember to make this bugfix work and Viconia interested in Half-Orcs you have to start a new game.
Maybe installing TOB helps too (haven't done it yet), lots of oversights in SoA are corrected in ToB.
