Racial level limits do exist, they just haven't implemented them in the game.
Probably because it would really limit everybodies fun.
What if u started with an halfelven ranger in BG1 and continued on with him
in BG2 & TOB (with lvl limit of about 40) only to find out that u can't
advance past lvl20.
That would just suck and I think that's why they didn't implement them.
