You get it from High hedge, as some one already said. I used them ALL of BG1. From Chapter 2 to the end of the game. It does do some bad things but overall good.
1. It makes you blurred and harder to hit
2. It makes your character look really cool!
3. It makes loads of saving throws betta!

Bad Stuff
1. It counts as a cursed item so u cant get it off without that spell
2. -2 to your Constitution (I still managed to rack up 75 hp by the end
)
3. It knackers in ure save vs death spell... (or is it save vs breath?... Any way, it puts all your other saves UP)
4. Its Purrty Expensive
