Okay if the last event you had was the bandit arrow thing (the necklace isn't actually a proper part of the romance), then went to ToB, then you didn't do enough of the romance for it to continue. You missed all the crucial harper bits where Jaheira makes some tough decisions. I don't know how you can get it back on track now. Sorry.
