The following is from my ToB manual... but it is inaccurate. Unfortunately I do not any accurate source. I do know however that Mages get their last spell slot at character level 29, not 28 as the manual states.

This of course, refers to the number of spell slots. Add +1 if you are using a Specialist Mage or a Wild Mage.
