Hmmmm... ...
The 'Level' refer to the level of the Sorcerer. In this case, we are looking from level 21-31.
We stop at 31 because that is the maximum level a Sorcerer can achieve under the ToB 8 million Xp cap.
The number 1-9 to the right of 'Level' refer to the spell level, where level 1 contains Magic Missile, Identify, etc... level 2 has Blur, Mirror Image, etc... ...
The number below 1-9 refer to the number of spells a Sorcerer can know for that specific spell level.
