OK - you have to let him escape. He is supposed to escape, it is part of the plot. Don't worry, you will get your chance with him later.

If you attack him before he flees, the version of Reijek in the tanners shop is invincible - in order to preserve the plotline.

So reload from before the fight, bite your tongue and let him go. Then start plotting your revenge...
