If you killed the proprietor, you cannot complete that quest legitimately. YUou have 3 options to complete it otherwise:
1. Load up an old savegame.
2. Spawn the proprietor again. You'll need the .cre code for that particular person, which if you have Infinity Explorer you get get and you will need your CLUAConsole.
3. Use Ctrl-Q.
