You probably mean the Moon Dog Figurine which you get as part of your stronghold quest if you play as a Ranger. It's related to the quest in the Umar Hills/Ruined Temple, I don't know exactly how you get it as I've never played a Ranger as my main PC.
There are various other figurines you can get (usable by non-Rangers), there's a spider one in the Athkatla graveyard, plus a Golden Lion and Jade Hound figurine, but I don't know where you find those two.
