The improved mace is good, I don't know it's exact stats. You can do the quest anyway without the ilithium, here's how (spoiler)

Ask the ore merchant to tell you where the ilithium dealer is and to make the alloy just in case. Get the real ilithium and upgrade the mace at Cromwell's. Give the alloy to the church since Sarles won't accept it, as a sculpture. I think you get the same experience if you gave Sarles the real ilithium plus you get a good undead mace.
