Are you sure your cleric was standing close enough to them? No matter what your level, if you're out of their range it may not take. I waited and waited and WAITED one time without anything happening, then realized my cleric was towards the back of the group. I moved him up to the front, the turning kicked in, and LAWDY how those undead ran!
