There's 2 boots of speed as I know.
One in asylum and the other one is at the Planar Prison (where you rescue Haer Dalis)
Well I rescued Haer Dalis, killed Mekrath but there was no "boots of speed"? Did I miss something but no I searched everywhere? Maybe in an another quest of Haer dalis?
