Mack_Attack is right about Electronics Boutique and their CD fixer thing. There is a manual hand-held device, and an electronic one. It is more or less a buffer for your CDs, and it does work.
--- There is also an address with instruction in the user manual. I believe you send them the old CD with $5.00, and they will replace it, but that will take a while for the mail, unless you pay extra for UPS service, or something
