Floor below the ground floor? Did you enter through the backdoor??
You should enter where it says "Maevar's Guild" on your map in the docks district. When you first enter, it should look like a shop, with a man standing behind a counter. Talk to him and enter the "backrooms". Just when you enter the door to your left, you should see some stairs leading down.
