I dunno if this information is correct but
When BG2 was brought out
Bioware expected to make BG3 one day
When they were sold and were not able to make bg3 they made BG2 ToB to end the BG series
About that it is too expensive
ToB is bigger then some games so it could have the price of a whole game
ceaper would have been better but still...
