an ornate thingy worn around neck some are quite valuble, or somthing like that. It cant be sold at stores and its no specific type of necklace so im pretty sure its a quest item. The encounter had a couple npc's with acctaul nams also instead of just bandit or slaver and they had some decent loot.

Try taking it to the merchant in the docks district, just outside the Temple of Oghma. And make sure you have a romance happening with someone.
