Unfortunately, the game is based on the AD&D 2nd edition (where humans only can be paladins). In the third edition pnp game, any race can be any class, and can advance to any level (humans get extra abilities to make them on par with their non-human counterparts, evening out everything). Pool of Radiance II is based off of the third edition rules.
