hmmm...sounds strange, never had that happen to me before.
I guess you could go try to pay off the mages in the government district so you can use magic in the city. It's expensive and can be more fun just killing all the mages that come to attack you, but in your situation you don't want to have them on your hands while fighting Lasal (I think that's the Vamps name.)
