In order to make the dog stew, you have to kill the four dogs in the courtyard.
Bring the meat to the kitchen and use the stove until the stew is made. You will have to use all four piece of dog meat. The stew has to be placed in the corridors behind the Umber Hulks. I made one of the characters invisible and gave him the stew. Go past the Hulks and down the hallway. At the end of the hallway you should find a door to a cell. Go inside and you should find an area that contains dog bones. Place the stew with the bones and get out of there by taking the other corridor. The Umber Hulks will come down the hallway. Make sure to close both of the doors to this area to stop them from coming back.
