There isn't that much of a difference between an Elf and a Drow. You make an Elf PC, make him with black skin and white hair, and do all the characteristic changes. I have everything done, except the MR. I reduced the saves by 2 by using GateKeeper, so yes, you will need GateKeeper to make a Drow PC.
