Jahiera's romance starts when she says... "So where do we go know fearless leader" and depending on your response the romance dialouges start. Aerie is really easy. Just be nice to her when she says stuff about the Avariel and tell her that she's still beautiful w/o her wings blah blah blah. Then she'll just flat out say.. Do you love me? I'm not sure how Viconia's works.
