Hmm, I don't think you can. Perhaps you find one in a killen enemy, but I don't remember any shop selling a robes apart from that in Trademeet.
And as for the original question, I'd guess the robe of the archmagi, but that's just because I remeber that all other robes weren't worth anything. If you want a good robe its either archmagi or Vecna IMO.
