Have you looked at the file?
You can open a 2DA file with any standard text program. WordPad works fine. What are the values on the chart set to? Maybe the cap is set to 2.9 million, even in your downloaded version. Or maybe the person that created your file named it wrong. If that is the case, BG will ignore it, even if it is in the override folder. It must be called "XPcap.2da".
Mine are set to -1. In TOB, they are set to 8000000. I am playing SOA, and crossed into the 3 million experience range just fine.
