In response to your question:
Many sites have custom kits and the like. Your best bet would be to either visit the sites of some of the members here, or to go to teamBG.com for their directory of sites.
Making is a little tougher. It involves editing several BG2 files, so you'll want to be more careful. I can't help you there but I'm sure others can.
And an item editor is included in the Infinity Engine Explorer Pro(IEEP) by teamBG. Download it and try it out, and you'll probably get the hang of it in no time. You can also edit spells with the editor, btw.
