The mage is a little north of where you meet Keldorn(hidden door).
By super lich I assume your reffering to Kangaxx part of him is in a house in the south of the bridge district and the the other part is in tomb on the unseeing eye quest. Where you put him together is a little further on from the inn in the docks area, door is traped beware.
