If you have the CD with the IWD vendor on it, then you also have the PS:T vendor and one other...

The IWD merchant is in the Copper Coronet and the other two merchants are in the Adventurer's Mart.

The DL is simply the files from off of the Collector's Edition CD. It sounds as if you already have the Collector's Edition CD.
