Your in a big oval marble hall type place, yes? Try going to the left middle (ish) of it, there should be some stairs somewhere. They aren't very obvious, but are there, I had this problem myself. It's feels a bit stupid not being able to find the stairs after doing the hard part of killing the dragon.
