The most important thing for a mage is his/her intelligence. This should be as high as possible (18 in most cases, 19 if you're a gnome illusionist). A good dexterity will help raise the armour class, which can also be useful. For the other stats, make sure they don't drop below ten or they will cause some disadvatages for your mage.
As for spells (in creating the mage, later on in the game there are plenty of scrolls to build up quite the magical arsenal), you'll need some damage spells like magic missile and Melf's acid arrow to weaken the enemy, some summoning spells like monster summoning I to distract them and defensive spells like mirror image. Next you should have some arty orientated mage spells such as haste and remove fear. Area effect spells like web and stinking cloud are useful for keeping a room full of enemies busy, and to top it all off the spells glitterdust and dispel invisibility enable your mage to target invisible thiefs and mages. A dispel or remove magic is also useful to negate any negative effects placed on you by the enemy.
You can't get all these spells in one character while creating him/her, so you'll have to make your own choice. If you have some experience with mages you'll probably remember which spells are hard to get at first, so you can pick those at the start.
