MMM I don't know how you got 25 dexterity, but your Baldur's gate manual shows you how much strength and dexterity affect the chance to hit and damage.
I think the maximum dexterity in the game you can get is 20 without cheating. That is playing a 19 Dexterity demihuman (like an elf) and using the tome of dexterity from BG1.

STR 19 +3 to hit +7 damage
STR 20 +3 to hit +8 damage
STR 21 +4 to hit +9 damage
STR 22 +4 to hit +10 damage
STR 23 +5 to hit +11 damage
STR 24 +6 to hit +12 damage
STR 25 +7 to hit +14 damage
This is melee damage only usually. You don't get +7 to hit if using a bow.
With dexterity, it affects the chance to hit with missile weapons, such as bows, thrown darts, slings, etc.
DEX 18 +2 to hit
DEX 19 +3 to hit
DEX 20 +3 to hit
All these are based on the Rulebook page 225 charts, wether incorrect or not what they should be, that is what the chart says. Most missile weapons don't take into account strength, though a couple types do.
In Dungeons and dragons, your strength damage bonus was also added into missile damage, but thats not how it works in BG2. How D&D worked is if you had 25 strength, a arrow you shoot did 1-6+14 damage.
