IIRC there was one on Bloodscalp (try getting it though)
Drizzt has a pair, there's a pair on someone when you do the planar prison quest and the machine in the Asylum can make a pair for fifteen tokens. The ones in BG1 can be found on a fighter in front of the cloakwood mines.
Your sixth character can try the boots of lightning speed which I found in BG2 once, but you'd be wise to ditch them ASAP
