There is actually 2 entrances into the Sewers under the Slums. One is in the Copper cornet in the back "Special" Area you can enter by talking to one of the guys in the main room.
The other entrance is in the Slaver's Home just north of the Copper Cornet. And there is a whole bunch of stuff inbetween LOL.
