Elminster is the character "Terminsel" (it's an anagram...get it???) that comes to Jaheira at the end of her quest and gives her a Harper pin.
Ziroc...I've seen Elminster (at least, the pointy hat and white beard make me think that it's Elminster) in several screenshots of ToB. Apparently though, the designers use Elminster when they playtest the games. They stated that Elminster will not be making an appearance other than that...but who knows... That question was asked and answered on the Black Isle boards at one time or another. Hope that helps!
