Yes, you can use the Dog Meat to distract Umber Hulks and you'll even receive XP for your cleverness! (good on you for finding out about it without a walkthrough
)

You need to be cautious however...it only works on the Umber Hulks who are located in the basement just before the fight with the Leader Troll. You need to slip an invisible thief by them carryig the Meat, and he can put it in the niche in the floor where the Dog Bones are hidden. This will distract them, so that the rest of your party can safely walk in.
