To get into those rooms, theres actually a passage hidden by the side which you come into the hold. Its pretty hard to spot but its there.
And I dont know anything about the Copper Coronet. Did you kill someone by accident?
And sometimes, when you attack people in public or within a building, everyone goes hostile, even the commoners. The reputation penalty is just to prevent you from going nuts and slaughtering Athkatla..
