Well, this should really be on the BG2 forum, but anyways,
to open Neb's door, you will need to have a theif that has high enough open lock ability, such as Jan. Nalia can open this lock if she has drink couple of potion of master thievery, but otherwise she is only a good mage that can detect/disarm traps. You can also cast the spell Knock (mage, level 2) at the door, which will open it. If you do not have access to the spell, try having your fighter bash open the door by force attacking it.
