As Caleb said, you need to edit your global variables. Look for the one that says "viconiaromanceactive" (substitute viconia for whatever person you want to romance).
There are three different settings:
1 = Romance is active
2 = Romance is well under way
3 = Romance is dead (you either fooked up, romanced someone else, or aren't the right race or whatever)
If it is already set to 1 or 2, you should be in good shape already. If it says 3, change it to 1.
Keep in mind that your only romance options are Viconia, Arie, Jaheria, and Anomen.
