Vecna was the most powerful arch-lich EVER. Kangaxx was a diddly squit in comparison. However, Vecna is a demigod-lich of Greyhawk, not the Forgotten Realms. The eye and hand are powerful and corrupting. The eye makes the wearer believe he IS Vecna for instance.
