If you haven't finished the thieves quest yet (Find Proof of Mae'Var's Betrayal), you can buy one from the merchant at Mae'Var's guildhouse.
There are some others as well, most of them at random. I was given one by that crazy guy in the Asylum; you know, the "I used to have me pretties, high above the sky..."-guy.
Found about 10 in the entire game, so it's not that rare. Not as rare as the beljuril. Man, I remember TotSC... In Durlag's Tower, I found a beljuril, before I went down to the next level I left the Tower and sold some stuff to that merchant dude. Including the beljuril... which I needed to complete the quest... Took me 3 days to figure out what went wrong. Well, actually internet figured out what was wrong...
