Yes and no.

Dual classing is more useful when you want a few of the abilities of another class. For instance, if you want a thief that is good enough to get by then dualing Imoen is great. If you want a mage with higher hp, dualling a fighter to a mage is great. While dualling does cost you your first classes abilities for a while, you gain the benefit of only having to level a single class at a time, meaning you level faster. However, as you never increase in the first class again, that's it, that's all. Still, with the rate at which higher levels are gained, it's a big plus. The the time a multi-fighter/mage has hit 20ish in both his classes, a dualed fighter/mage will be 9/30.

The 'cost' of dual classing also varies based upon the game. I'm not a big fan of it myself, but it does work well in high xp games (such as IWD).

Anyway, basically if you are looking for a This that can do a little of That, then dual is great. If you are looking for This and That... then multi is the way to go.
